Dr. Steven Wein, President
Dr. Wein is the President of EO Vista. He brings over 25 years of management and technical expertise in the development of advanced EO/IR systems for Intelligence, Surveillance, and Reconnaissance (ISR) applications. Previous to founding EO Vista, Dr. Wein was Director of ISR and Optical Sensor Systems at BAE Systems. Prior to BAE Systems, Dr. Wein was President and founder of National Sensor Systems which was acquired by BAE Systems in 2006. Dr. Wein spent 12 years at Itek Optical Systems (a former division of Litton, Hughes, and Raytheon Optical Systems), a world leader in the development of optical sensors for the aerospace industry.
Dr. Wein is the recipient of the Hughes-Danbury Optical Systems President’s Award for Technical Achievement for the formulation of the high-altitude SYERS-2 baseline architecture and the design and development of the SYERS-2 infrared system. Dr. Wein is also the recipient of the BAE Systems Gold Chairman’s award for Technical Innovation for the ARGUS Wide-Area Persistent Surveillance System.
Dr. Wein has a Bachelor’s Degree in Engineering Physics with Honors from the University of Colorado at Boulder and MS and Ph.D. degrees in Optical Sciences from the University of Arizona.
Dr. James Targove, Chief Technology Officer
Dr. Targove is Chief Technology Officer at EO Vista. He brings thirty years of experience in the military, aerospace, and precision optics fields. Prior to EO Vista, Dr. Targove was a Global Engineering Fellow and CTO, Optical Sensors at BAE Systems. Dr. Targove was Chief Scientist at National Sensor Systems prior to its acquisition by BAE Systems, and worked in the Optical Consulting group for Optical Research Associates (ORA), performing precision optics design and analysis for the defense, aerospace, semiconductor, and telecommunications industries. Prior to ORA, Dr. Targove worked for Litton Itek Optical Systems in Lexington, MA as an Optical and Systems Engineer. Dr. Targove began his career in the United States Air Force as a High Energy Laser Intelligence Analyst at the Foreign Technology Division (now NASIC), and as an Associate Professor of Engineering Physics at the Air Force Institute of Technology (AFIT).
Dr. Targove has a BS in Physics with Distinction from Indiana University, an MS in Engineering Physics with a Specialization in Infrared Physics from AFIT, and an MS and Ph.D in Optical Science from the University of Arizona.
Mr. Andrew Mastandrea, Vice President of Space Programs
Mr. Mastandrea is Vice President of Space Systems. He has over 30 years’ experience in the space industry providing strong managerial and technical oversight to the successful development, production and delivery of high-performance instruments for DoD and NASA applications.
Prior to joining EO Vista, Andy managed the Space Instrumentation Group at JHU/Applied Physics Laboratory in the design, manufacture and calibration of optical, particle and gamma ray instruments for Civil and National Security Space applications. Mr. Mastandrea was the Vice President and General Manager at L-3 Integrated Optical Systems (formerly SSG). He spent 27 years there in the design and manufacturing of optical instruments for Space, Airborne and UAV systems. Mr. Mastandrea started his career as an Optical Test Engineer and Project Engineer at Honeywell Electro-Optics.
Mr. Mastandrea earned an M.S. in Engineering Management from the University of Massachusetts and a B.S. in Optical Engineering from the University of Rochester.
Ms. Rajani Cuddapah, Vice President of Airborne Programs
Ms. Cuddapah is Vice President of Airborne Programs at EO Vista. She is PMP Certified and has over 25 years of experience leading projects and delivering on-schedule and on-budget performance for NASA, Army, DARPA and commercial customers.
Prior to joining EO Vista, Rajani was a senior Program Management and Business Development leader for large and small businesses, including Raytheon, BAE Systems and Fibertek, Inc. In her roles as a Program Manager she led a variety of Hyperspectral and Microwave based sensor technologies and systems for space and DoD customers. Prior to that, she worked at NASA Goddard Space Flight Center leading the development of civil space flight instrumentation.
Ms. Cuddapah received her MS in Electrical Engineering from Johns Hopkins University, Laurel, MD and her B.S. in, Electrical Engineering from the University of Maryland, College Park, MD.
Dr. Margaret Kohin, Vice President, Strategic Programs
Dr. Kohin is Vice President, Strategic Programs at EO Vista. She has over 25 years of experience leading Product Development, R&D, and Business Development for companies delivering complex electro-optical and electronic systems for Defense, Aerospace and Commercial applications.
Prior to joining EO Vista, Dr. Kohin was SVP of R&D and acting CTO for Olympus Scientific Solutions where she led the multisite global engineering organization for the Nondestructive Testing and Analytical Instruments Business Units. She also served as SVP of Business Development and company Executive Officer for eMagin, the OLED microdisplay leader for Defense applications. Prior to that, she spent more than 15 years at BAE Systems in a variety of roles including: Advanced Programs Product Line and Technical Director, where she led the development of a series of disruptive new products based on Uncooled IR Imaging Technology; Bold Stroke Product Line Director, where she led the development of the next generation of Aircraft Survivability Equipment; and Senior Director of Collaborative Innovation. Prior to joining BAE Systems, Dr. Kohin was a Principal Optical Engineer at Litton’s Itek Optical Systems.
Dr. Kohin received an M.S. and Ph.D. in Electrical Engineering, with a concentration in Electro-Optics from Tufts University and a B.S. in Optical Engineering from the University of Rochester. She holds three patents and has delivered 35+ presentations and papers.
Mr. Chris Wainer, Chief Engineer of Space Systems
Mr. Wainer is the Chief Engineer of Space Systems at EO Vista. He has over 20 years’ experience in requirements development, design, analysis, integration, testing, and on-orbit operation of precision EO/IR space components, assemblies and payloads for the DOD and NASA.
Prior to joining EO Vista, Chris was a Senior Principal System Engineer for L3Harris – SSG in Wilmington, MA. Responsibilities included Technical Lead and Chief Engineer for multiple EO/IR space payloads and sensor systems. Chris has extensive experience in the full program lifecycle, including system capability and architecture assessments, technical proposal support, system definition and requirements allocation, system integration and test, and on-orbit performance analyses and verification. Specialties include dynamic and random vibration analysis and testing, silicon carbide telescope design, mechanism design, space situational awareness payloads, and EO/IR payload architecture design. Programs of note include Planet SkySat (Commercial Remote Sensing), Sapphire (Space Situational Awareness), ABI, LORRI (NASA New Horizons), WISE, Blackjack (DARPA), and SBIRS-HI.
Mr. Wainer earned an M.S. in Mechanical Engineering from Northeastern University and a B.S. in Mechanical Engineering from Cornell University.
Mr. Robert MacDonald, Chief Systems Engineer, Space Programs
Mr. MacDonald is Chief Systems Engineer of Space Systems. He has over 30 years’ experience in Optical, Electro-Optical, and Opto-Mechanical system design and analysis. He has extensive experience in simulation and modelling and has developed many software programs for technical analysis of optical systems. Bob also has extensive experience in EO/IR manufacturing and has developed numerous test and alignment processes and associated tooling.
Prior to joining EO Vista, Bob worked several commercial and DOD space systems as lead systems engineer at L3Harris (formerly SSG Precision Optronics), where he also worked as lead project engineer for several programs, as well as managed the systems engineering department for several years. Additionally, Bob was lead Optical Test Engineer at MIT Lincoln Lab and EO/IR Systems Engineer for BAE systems in Nashua, NH. Mr. MacDonald began his career as an Optical Systems Engineer at Optra, Inc. in Peabody, Ma.
Mr. MacDonald earned his M.S. in Electrical Engineering from Northeastern University and a B.S. in Physics, with minors in Optics/Math/Computer Science from the University of Massachusetts, Lowell.
Mr. Brian Backer, Chief Engineer of Airborne Systems
Mr. Backer is the Chief Engineer of Airborne Systems with over 20 years of experience in the Defense industry.
Prior to joining EO Vista, Brian was the Technical Director of Advanced Programs at L-3 Warrior Sensor Systems focusing on electro-optical systems. Prior to L3, Mr. Backer was the Technical Director of Dismounted Systems at DRS for 12 years leading the technical of advanced tactical system design and development. He managed the engineering team that delivered over 100,000 thermal weapon sights fielded by the US Army. Mr. Backer started his career at BAE Systems as a Test and Project Engineer focusing on detectors used in advanced electro-optical systems both commercially as well as in military applications.
Mr. Backer holds an M.S. in Engineering Management from Tufts University and a B.S. in Electrical Engineering from the State University of New York at Buffalo. He is also PMP certified by the Project Management Institute.
Mr. Paul Walsh, Director of Operations
Mr. Walsh is the Director of Operations at EO Vista. He brings over 25 years of management experience to the areas of Business Administration, Human Resources and Information Technology. Mr. Walsh also has over 20 years of Industrial Security Management experience.
Prior to EO Vista, Mr. Walsh was the Manager of Administrative Services at BAE Systems and previously the Director of Operations at National Sensor Systems (acquired by BAE in 2006). Prior to National Sensor Systems Mr. Walsh spent almost 15 years in various management positions at Itek Optical Systems (a former division of Litton, Hughes, and Raytheon).
Mr. Richard Griffin, Contracts, Subcontracts & Procurement Manager
Mr. Griffin is the Contracts, Subcontracts & Procurement Manager at EO Vista. He brings over 30 years of management experience to the areas of Business Administration, Contracts and Subcontracts Management.
Prior to joining EO Vista, Dick spent 15 years as an Operations Program Manager at BAE Systems. Prior to that Richard was the Subcontracts Manager at National Sensor Systems (acquired by BAE in 2006). Prior to National Sensor Systems, Mr. Griffin spent almost 15 years in various management positions at Itek Optical Systems (a former division of Litton, Hughes, and Raytheon), Nortel Networks and Raytheon.
Mr. Steven DeLong, Director of Security & Information Technology
Mr. DeLong is the Director of Security & Information Technology at EO Vista. He brings over 25 years of Security and IT management experience to the areas of Security, Cyber, and Information Technology. Steve is also the Facility Security Officer (FSO) at EO Vista and has over 15 years of Industrial Security Management experience.
Prior to EO Vista, Steve spent 5 years as the Security & IT Manager at Systems & Technology Research (STR), and previously held positions as an Information Assurance, COMSEC and PERSEC Manager at Raytheon Integrated Defense Systems and BAE Systems. Steve also serves as the A6/Director of Cyber Warfare and Communications in the Maine Air National Guard and has served over 29 years in the United States Air Force.
Mr. DeLong received a B.S in Information Technology Management from the University of Phoenix , holds a CISSP certification and is currently enrolled in the Air Force University’s Air War College.
